Assuming we're talking about the domestic segment, and the OP was not confirmed in F at the time he booked the award, but was booked in Y and waitlisted for F, I think it's totally fair for DL to SELL seats. I'm not sure how long Delta would remain in business if they cleared all award travel waitlists before selling the seats.
