Never heard of nay permit being needed. I asked at the Dai Ichi Hotel concierge desk about going a few weeks ago and they told me to take a cab, no mention of a permit. Didn't actually go cause I was too tired to get up that early.
I was told the permit are easy to get and it's needed if
you want to watch the fish auction. The fish market itself
is open to everybody.
