I think you've got it correct. I think the OP's issue is that Delta is selling coach fares (QUP) that book into first before they clear his F waitlist.
To answer OP's question I think it's fair for Delta to do this and I'm pretty sure it happens quite often. In my opinion even though it is a QUP fare it is not very different from a discounted first class fare and Delta will keep selling them while they can.
