I think you have it backwards. Middle seats suck anyway, so make them non-reclining. MOST people want to recline, the anti-cliners can take the middle-holer.
^ That would greatly enhance the shoulder room of the aisle and window seat occupants - which is the biggest problem of an occupied middle seat, IMO.
