That really has nothing to do with the 14 March deadline; Mike and Telus are two different operating companies, and (let's say) it costs them $5 to carry over a number. If they don't have to pay the $5 to carry it over, why carry it over? Customer loyalty? Retention? AHAHAHAH. That's cute.
