Apparently there will be no access before 1/1/03. I did get an email confirming that GlobalPass has my request:

Dear dhacker,

LatinPass appreciates your prompt response to our request about updating
your information.

Starting January 01, 2003 you will gain access to your new GlobalPass
account at www.globalpass.com where you will be able to register for
online services including viewing your statement and monitor your
account activity.

From now until December 31 please continue visiting www.latinpass.com to
inform yourself of the most recent news, procedures and benefits
available.
