$100-$150 is tough in downtown Chicago...I believe the Holiday Inn usually prices out at $189/night.

Sounds like you don't care about chain loyalty, so give Priceline a try. I know somebody did Priceline once for about $80/night and he wound up with getting the Hyatt Regency (a very decent hotel for $80/night).
