As far as I know, there are no aeroplan credit cards in Britian. If you have a Social Insurance Card (in Canada) or a Social Security Card (in US), and a Canada/US mailing address you can apply for one from Canada/US.

You can obtain a Social Insurance Card or Social Security card if you are a permanent resident, citizen of Canada/US. You can also get a Social Insurance Card if you have a working holiday Visa (for Canada). You can obtain a working holiday Visa very easily for Canada as some of my Japanese friends has sucessfully done.
