While there is no fastrack line at all as the OP suggests, I have at times seen an AC agent calling flights out and having people come to the front of the line. The same type of calling out flights happens to me often at YYZ pre-clearing US customs.

A SE colleague has also called the concierge at YUL a few times to sneak him in when running late.
