That's a common practice when commisson rebate or net fare is involved. i.e. you paid less than the face value of the ticket. This enables the agent to remit the net amount to the airlines only, instead of the full amount then claim the commission back.

I think cash payment used to trigger SSSS but not anymore. At least from my experisnce.
