I think the bag is used as device to limit total quantites. The alternative, actually stating a limit such as 20 oz, with no bottle to exceed 3 oz., would have required TSA agents to actually do MATH. Imagine how slow the lines would be as the agents tried to add 1.2 oz. to 25 ml. to 2 1/2 oz.
