Well, I think RBC will be happy to get an annual fee from a cardholder that is paying no fee at the end of a 12 month period. Plus these are the terms of the current Avion offer:

"In order to receive the 10,000 bonus RBC Rewards point offer, your application must be received and approved by us within offer eligibility dates of September 1 to December 31, 2006. Existing RBC Royal Bank Visa Platinum Avion and existing RBC Royal Bank Visa Business Avion cardholders as of the offer eligibility date are not eligible for this offer"
