You read correctly and are justifiably concerned. (That having been said, I repeat that I've never read/heard about anyone's being denied elite requalification due to insufficient tier-qualifying segments, particularly anyone who has 4+ BA segments...although I suspect that BA should be able to monitor that metric.)
