I'd take the Washington Flyer (or a cab) to Metro and forget the cab in, though I know most here think the Flyer is a pain in the butt. I beleive that busses are allowed to drive on the shoulder around the gridlock though I am not positive.
Just a note to confirm that the bus does use the shoulders to bypass traffic and also has a special entrance to W. Falls Church Metro.
