This is common at other airports too. Fair enough, even non-elite pax should not be kept waiting longer than necessary. The problem is, as you say, that as soon as one pax is called over, numerous others follow of their own accord. At CPH, the elite desk usually opens before the other two desks, with the result that all KL pax standing around in the departure hall immediately rush over, regardless of elite status or booking class.
The best solution is to check in online, and use the drop-off desk where available.
