You should be able to claim the difference. BA has a premium economy product as well (called World Traveller Plus) and they should really have booked you into that. If they booked you into standard economy (World Traveller) then you should be asking for a partial refund.
Economy on the two airlines is fairly similar. Premium Economy is a bit better on BA than BMI.
