The issue arose when police in New York started to give out tickets because of the word - permit. (even though I was once stopped by a policeman on Long Island and it didn't bother him)
It is good to see that the MOT moved fast on this matter. Unfortunately my license is until 2015 so I'll have to think what to do when the new licenses come out.

Indeed, the potential problem is with the police - not the rental companies.

The new license includes refreshing the photo database with new filming technology. As I understand it, within 3 years, all drivers in Israel will be requires to get their pictures taken in authorized stations accross the country, even if your license have not expired. As of Aug 1st, you must have your photo taken as a condition for license renewal.
