Actually Congress and Senators do track emails, letters and calls....if they get 1000 calls and 90% are on the same side they will re-consider their position. The problem here is that most of the traveling public is willing to put up with these inconveniences because they fly so infrequently. So they are not getting 1000s of daily calls, more like a handful.
Responsiveness to constituents is not always such that a flood of calls/communications will result in a position shift. (Sen. Stevens of Alaska is just one big lover of the carry-on luggage crackdown.) Also, there's that whole "can my opponent use this against me in the next election" thing.
