Well stayed at Natomas HGI. Breakfast coupons were provided and we were given 2 bottles of water upon check in (but no others - didn't feel like asking). No upgrade but no amenity in its place.

is this in accordance with the rules? is this par fot he course for HGI or for this property?

I have a couple of other items I am going to email the management about, and wanted to clear this one up before including it.
2 bottles of water and complimentary Full American Breakfast for you and one guest throughout your stay and upgraded room accommodations (subject to availability upon check-in).
Unless you can be sure there was upgrade room available (exclude suites), sounds like you got all the benefits stated in the T&Cs (amenities are not part of benefits for HGI). Stayed at this place many times, IIRC there is no upgrade room in this property, although I never inquired about it.
