Did you check the menu really carefully. I was on a OS flight (STR-VIE) two years back, and they charged for drink service as well, including some Euro for brand-name water. Only at the very bottom of the menu, in rather small letters, did they mention that you can have a bottle of generic water for free.
At that time they were simply passing out the free bottle without asking, however.
