East and Peninsula Malaysia are under different jurisdictions. Thus going from KUL to KCH or KKB is classified as an international entry by the East Malaysian government.

This is what happens when one part of the country holds the oil , you gotta do what they tellsya to do! The federal govt doesn't want to antagonise the East M'sians as the bulk of the federal budget is funded by East MY oil.

btw - I do not have any problems crediting MH "domestic" flights to NorthWest WP... not sure how this may tie in with FD.
