Reportedly Delta enforces a "one bonus a lifetime" rule, regardless of how many Skymiles cards you apply/cancel with them.

They all say 'new customers only' for bonus miles, but in my experience Delta Amex is the only one that consistently enforces this. A new application will net you a new card and 20k.
