I doubt that there is any coherent policy or practice, in Germany or elsewhere in Europe, on the matter you described.

It is probably a benighted European response to the presence of the Moslem populations they have invited into their midst. I certainly wouldn't be surprised, in this day and age, with what's going on over there.
