Hawley would fit right in at FNJ. He's got the trampling of civil liberties down cold, he's too stupid to understand engineering or screen effectively and he uses intimidation at the checkpoints to ensure compliance.
On the latter at FNJ, he'd be able to change "Do you want to fly today?" to "Do you want to go home or do you want to get shot?"
