They took a great deal of time and effort on the haircut and shave and did a great job; I'd probably have paid $60 in the US for similar. (And I usually go for $10 - $15 haircuts which are just fine for me. I asked my Indian driver and he told me his basic haircuts run around 20 rupees, or about $0.50.)
Your Indian driver has the right rate. India -- in DEL -- is about 20 rupees for a basic one. For Turkey -- in IST -- the equivalent is about 5 YTL.
