Verizon has quite a few areas with "extended network" which is roaming with no charges. These are outside the normal Verizon all digital area. The areas are often on other carrier's networks (Alltel specifically in Northern Missouri) or on analog networks (Cell One in far Western Arizona). You need a tri or quad band phone to access these services-an all digital phone will not work. The plan is called National Access.

Not a new plan, but the only one available if you live or travel in certain areas of the US (like across I-10, from PHX to Ca. NO digital service 80 miles west of PHX to Blythe. And no service from 15 miles West of Blythe to 10 miles East of Indio). I just renewed for 38 phones in July for all my truck drivers who travel that route weekly.
