Yes, I see the same problem. This should not occur (though I have seen the issue previously, but thought it was straightened out). This is a fare that is generally available to the public on Co.com. It does not fall within the exceptions listed. I would talk to CO about this and read them the exact language off the website and ask what category applies such that the 5% discount is not available.
