I don't think that Starwood has promulgated an algorithm that the hotels have to use. Rmember that many Starwood hotels are simply managed and do their own thing, regardless of what corporate says.
The little I know seems to indicate that a lot of hotels put great significance in the number of points in one's account. For instance, my wife has over 200,000 in hers, and was put in the Presidental Suite (complete with sauna/piano, etc) in one of Chicago Westins about a month ago.
