There should be no change fee until an actual change is made. A cancelation is not a change.

If everything were done at once, the flow should be:

Cancel, residual value 260.

Rebook, new ticket 140 + 100 change fee, total 240.

A $20 cert should be offered.

If canceled and not rebooked right away, the ticket holds its residual value for as long as the ticket is valid, from the fare rules.

Only when attempted to reapply does the change fee and everything kick in. I may be wrong, but I don't think they offer certs for a canceled NR ticket, the ticket # itself is the cert, so to speak.
