Interesting situation - I had a similar experience in Glasgow where even though there were Exec rooms available to purchase, they were not available for upgrade

Wonder if this is actually a Hilton policy, or a property-specific policy ?

We should try to have this clarified somehow !! Anyone able to find out ?
