Ridiculous indeed, but likely true. I've talked to some who don't know what award tickets cost.

On KLM.com in the section 'Upgrades' it's very precise, clear and simple:
Upgrades
Upgrades to a higher class can be booked on KLM, Northwest Airlines, and Kenya Airways flights.
The same number of Miles is needed for an upgrade award as for a flight award in Economy Class on the same route.

But it's not true that an upgrade costs the same as a one-way award! For example, a transatlantic one-way award in Y costs 25,000 miles, an upgrade 20,000 miles, in the new programme. The information you quote from their web site must be a remnant from the old programme.
