Annecdotally, the GAd rate was one included in the number of IHG Asia mistake rates I participated in over the last year. Whether I cancelled or TA/IHG cancelled for me, I never was charged by the hotel if I didn't show up. This was all at IC's throughout Asia.

I found/find it to be competitive with advance purchase, without the burden of paying sometime prior to the stay. YMMV.
