I asked this the other day and they said that this had become the case in the last 3 months due to Cityhopper. She also said that they had had a lot of complaints but couldn't suggest who to complain to formally.
Generally, tagged bags come off first in DEL and that's a
big advantage.
My bags could be priority tagged and covered in strobe lights and they would still be the last ones onto the carousel at NCL!
