The beverage service policy has been one that's been discussed upon on a bit internally...Frontier used to give the can and a cup of ice. It was determined that many cans were going in the trash half-full, and the decision was made to offer cup service. The result has been tremendous cost savings and not much pushback from customers. Of course, full cans are still available upon request, and you shouldn't ever have a problem getting a soda and water or whatever you'd like.
Regarding water, my guess would be that right after the new regulations went into place, catering/inflight was not prepared for the increased requests for water, hence the "conservation" of bottled water onboard. As passengers and crews have adjusted to the new regulations, beverage supply levels seem to be matching customer needs pretty well.
