QR doesn't offer F on the DOH/LGW route. But they seem to fly 3 class planes. The seat maps show the F seats as blocked. I can understand that they would offer them to their elite flyers. Which aircraft is scheduled on your route?
For example, on the A300-600 with 2-class-configuration and old F seats, the F seats are only available at check-in and only for elite members (silver/gold). Based on information provided by the QR manager in TXL (we will get the A300 by end of Oct), the seats wonīt be given to any other passenger except elite members. Seats would be only assigned to regular J customers if all other seats are taken (i.e. full house).
I donīt know about connecting flights, but I would guess the same rule applies. But itīs always woth to give it a try at check-in or at the gate for a last minute change in seat assignments.
