Again - you can be fairly sure they wont upgrade you - since the water villa's tend to be the most heavily booked. You may get a better deal if you go thru a sri lanka based travel agent or buy a package tour. Especially from India this should be an option. I wouldn't stay in a landvilla there again. (as I've stayed in both and can compare)
