TCP/IP is presented to the (laptop) PC from the cell phone (in tethered config) via GPRS or Edge.
EvDo is way faster than EDGE, at least bursting up to cable modem, speeds I think. It is also faster than a lot of DSL connections but it has a longer initial delay before data starts moving.
