I submitted my old paper licence for renewal at the post office the other month (sparked by a change of address). It did take about 3 weeks for my new photo licence + paper "counterpart" (Two things instead of 1? Genius. Not ) to arrive. This was the first photo one I've had so I'd imagine a re-issue for change of address would be quicker...either way though, 3 weeks does seem right (IME!). Do it first thing Monday morning and cross your fingers...
