I don't remember the exact name in Turkish but it turned out to be little old streets and narrow streets which had been remodelled to accommodate restaurants and some art galleries. The name of the street you are referring to is "Fransiz Sokagi" which translates as "The French Street". It is in Beyoglu (i.e. Pera), right by Taksim.
