What if a genuine Thai makes a booking for two pax, and the second pax is, say, American?
(This isn't purely hypothetical: I'm American and Mr. Megatop is Thai resident and working in Bangkok. We're looking at tix on CX for our holiday trip.)
CX or TA will need both work permit records before ticket can be issued. CX themselves would be more than happy to provide you with such fare information.
CX only bent the rule once for me , about 3 years ago. Times have changed.. so I don't think they can so easily change the rules anymore..
