Provided one is talking at a respectful level into a phone I don't see the problem. FAs could announce that phones my be used but that people speaking too loudly might be asked to tone it down...
In theory, perhaps; however, in actuality, we can expect numerous conversations inevitably being peppered with [repeated] dialogues similar to:

"[blah, blah....] Hello. Hello! HELLO, CAN YOU HEAR ME? HELLO?! CAN YOU HEAR ME?! Ok, I CAN HEAR YOU NOW."
