No, they wanted to write down her name and address so that they can consider sending her an outrageous "civil fine" against which there is no real means of redress for bringing on her "dangerous" soda.
If she gave them a driver's license or other ID with an address on it, she's an idiot.
I'm waiting for the first reports of passenger fines related to the absurd water ban to start trickling in to the media. The amount time passed since it started is about right.
IMO TSA should be forbidden from fining passengers for bringing any object that is not an actual threat to the aircraft. (I.e., bring a bottle of 100% alcohol or a bowie knife: fine. Bring a bottle of water or cheese cutter or cake server (the latter two have actually triggered fines): no fine.)
