Just put it in a container that contains what you want to get rid of. A Hefty Cinch Sack has probably been used as "luggage" in the past.
used radiator fluid looks a lot like Coke or Pepsi, especially if there's rust and you add a little food coloring. Why not use on of those containers? It should be easy for the TSA to locate such an item if you position it properly. They get to high-five and slap each other's posteriors over The Big Catch and you get to avoid expensive disposal fees. Win-win, as long as they don't sample the Catch.
