You are correct. "Ticket Lifted" refers to the flight coupon(s) of a paper ticket that must be surrendered to the GA at the moment of boarding, the reason being that the value of the ticket is contained in the physical flight coupon itself (and must be sent to Accounting for processing), vs. an E-Ticket where everything is in the computer.
