The older passports too most folks were also blue, but to me they looked more green than blue. (They were not "solid" in the same sense that today's passports are.)
That could be the source of some of the confusion - to a minority of folks, the older passports looked more green than blue.
(I'm not referring to any special issue type passport, but to the type that regular folks held as long as I can remember - certainly from the '60s.)
