I think that there are lots of gaps in security like the one you suggest. The TSA is supposed to work on some sort of risk-based approach. Presumably, things like the roads near the approach, the fuel tanker that you point out, etc. are not viewed as threats. They either have intelligence on other issues, or else a policy of closing the door after the horse has bolted!
