I don't know if this is the case with the US, but I know that certain governments hand out honorary diplomatic passports. I have one from an African country, and I got to keep my BNO and Canadian passports. How does it work in the US?

"Available to those who are in the employ of the US government" is very broad. Does this only apply to senators/governors or even lower than that?
