IMO, if the hotel offers reward nights in the higher level rooms, then it's fair game. But, if they only offer a standard room for an award booking, then YMMV, notwithstanding complimentary upgrades for RA's. Given the ease with which we earn PC points (promos), I personally have to draw the line somewhere

That said, if no mention was made prior, I would resist any supplement foisted upon me at check-out. At any other time it would be negotiable.
