Comrades Hawley and Chertoff need to be fired and deported. They are both a disgrace to this nation.
Denial of water is a clear violation of the Air Carriers section of the Americans with Disabilities Act. It is what I plan to cite when I sue the TSA (and possibly United and American airlines).
I would also suggest that the following groups be contacted:

American Cancer Society
news media: local, national
The Daily Show with Jon Stewart
Real Time with Bill Maher
Randi Rhodes
DailyKos and the other prominent "liberal" blogs
Coca-Cola and Pepsi (both manufacture bottled water; this affects their bottom line)
Were I him, I would also seek the counsel of an attorney. An ACLU attorney can be found through their website. There are also a number of aviation activist groups out there, and lawyers are attached to those.
