Of course, if you're traveling with younger kids or want a party atmosphere, Carnival, RCCL or Norwegian are pretty much the only choices - and I believe they all do the nickel and dime routine, even if you book an expensive suite.
I know there are ways around the surcharges. The Plat/Diamond coupon books have free JR certs. When booked into a Suite on the Voyager, I have asked the concierge for more and they were provided.

I still think that $4 for JR is idiotic.
