That way their customer can tailor the cruise experience to their personal level of spending. Stick to the basics and pay the bottom line price. Spend more and have more options available.

However, a savvy cruiser should always research the add-on costs they expect to incur during a cruise and compare their forecast spend to the bottom line price they might pay for a really all-inclusive line like Regent, Cunard, or Silversea. If the difference is within reason, why not step up to the more luxurious brand?

Of course, if you're traveling with younger kids or want a party atmosphere, Carnival, RCCL or Norwegian are pretty much the only choices - and I believe they all do the nickel and dime routine, even if you book an expensive suite.
